79 of 124 Recruitment Searches Hide Who Is Typing

Contents10

Ask a Singapore recruitment agency who its customer is and you get one answer: employers. Ask Google what people type, and the employer is the quietest voice in the room.

Of 124 Singapore search suggestions we pulled on 14 October 2026, 79 did not reveal which side of the market was typing. Of the 45 that did, jobseekers outnumbered employers 26 to 17. And the phrase an employer with a vacancy would actually use — "hiring staff singapore" — returned 6 suggestions, against 49 and 48 for the two phrases that name the agency itself.

That is a hard market to write for, and the reason is structural rather than careless. Two groups who want opposite things type the same words. Below we show how the 124 split, which pages the pattern demands, and the one group nobody is writing for.

What we pulled, and from where

Four seeds through Google Autocomplete and Google Trends, pulled through our own keyword tool on the Singapore market on 14 October 2026:

Seed Singapore suggestions Foreign-market suggestions dropped
recruitment agency singapore 49 2
employment agency singapore 48 1
recruitment agency fees 21 6
hiring staff singapore 6 1
Total 124 10

The dropped ten were searches we could never serve: recruitment agency fees in the UK, Ireland, Australia, South Africa, India and Malaysia, an "employment agency singapore little india" variant, "can i apply job in singapore from philippines", and two that matter more than the rest — "best recruitment agency for singapore in india" and "recruitment agency for singapore in philippines". We come back to those two.

One disclosure before any number. Our keyword tool can attach a monthly volume estimate to some rows, and we publish none of them, because those estimates are built from the Search Console impressions of businesses we work for. That is client data. For the record, 13 of the 124 carried an estimate at all. Google also says autocomplete "doesn't simply display the most common queries on a given topic", so this is a map of how a market phrases its question, not a ranking of how big each phrase is.

79 of 124 searches do not say who is typing

The largest group in this market is the group you cannot identify. Seventy-nine of the 124 suggestions could have come from either side.

"recruitment agency singapore". "best employment agency singapore". "top recruitment agency singapore". "employment agency singapore near me". "singapore agency contact number". "how do i find the best recruitment agency". An employer with a headcount to fill and a graduate with a CV type all of these, and nothing in the words separates them.

This is not how most trades behave. When we grouped 86 mover searches the buyer was never in doubt; only the question changed. Here the question is often clear and the buyer is not.

One more thing hides inside that 79: 24 of the 97 suggestions from the two agency seeds named a specific firm, and 18 of those 24 added the word "reviews". So part of the ambiguous demand is not shopping at all; it is checking a shortlist.

Your highest-demand phrase therefore cannot be answered cleanly. A page written to win "recruitment agency singapore" must greet two readers in its first screen or lose one. Our study of ten agency websites on the same day found five of the ten not trying: their opening paragraph named neither side.

Jobseekers outnumber employers 26 to 17

Of the 45 suggestions that did reveal a side, 26 came from someone looking for work and 17 from someone looking to hire.

The jobseeker searches are specific, and most carry a nationality or a status: "recruitment agency singapore for foreigners", "recruitment agency singapore for malaysian", "best recruitment agency in singapore for indian", "recruitment agencies singapore for expats", "job agency singapore for singaporean", "recruitment agency for singapore jobs", "work agency for singapore", "agencies in singapore for foreigners". Two more were about the mechanics of being a candidate: "recruitment agency singapore salary" and "can you just walk into a recruitment agency".

Now the employer side, and this is the finding we did not expect. Of the 17 employer-side suggestions, 8 were about hiring a domestic helper: "best maid agency singapore", "best maid employment agency singapore", "best home employment agency singapore", "maid agency fee singapore" and variants. Strip those out and the corporate employer — the one with a vacancy, a budget and a signature — accounts for 9 of 124 suggestions across four seeds.

Nine. That is the customer this entire industry sells to, and it is the quietest voice in its own search market.

The employer's own words return almost nothing

We seeded "hiring staff singapore" precisely because it is how an employer describes the problem rather than the supplier. It returned 6 Singapore suggestions: "hiring staff singapore", "hiring staff nurse singapore", "kitchen staff hiring singapore", "office staff hiring singapore", "hiring staff near me", "hiring employees in singapore".

Six, against 49 for "recruitment agency singapore" and 48 for "employment agency singapore".

Read that carefully, because it is easy to read backwards. It does not mean few employers search. It means Google has not accumulated enough distinct phrasings around the employer's own words to suggest them, while it has accumulated dozens around the supplier's name. In this market the demand has settled on the word for the middleman, not the word for the problem.

Singapore has other trades like this: buyers search "maid agency" rather than "hire a helper", "freight forwarder" rather than "ship my pallets", "tuition centre" rather than "help my child with maths". If your category behaves this way, problem-led content will not find your buyer however well written it is. The category word is the door, and our guide for recruitment agencies sets out how to hold it.

Every fee search, and not one of them says who pays

The fees seed returned 21 Singapore suggestions and all 21 were about money. That is the only seed in this set with a single intent.

What they ask is revealing: "how do recruitment agency fees work", "what percentage do recruitment agencies charge", "how much does a recruitment agency cost", "typical agency fees for recruitment", "agency fees for permanent recruitment", "do employment agencies charge a fee". And the one that explains the other twenty: "who pays recruitment agencies fees".

Somebody typing that does not know the basic commercial shape of the industry they are about to buy from. In Singapore the answer differs by side, and it is published. The Ministry of Manpower's FAQ on the employment agency fee cap says the cap on what an agency may charge a jobseeker "is calculated based on the worker's total salary", including "the worker's basic salary and all fixed allowances", and that it "will not include bonuses and variable components such as overtime pay". The employer side has no such published ceiling; it is a commercial matter between two businesses.

So the most confused search in this market has a factual answer that takes two sentences, and a licensed agency is the natural author of it. This is marketing guidance, not legal advice — check your own obligations against MOM's current pages and your licence conditions.

One more row deserves attention. The fees seed also returned "how to avoid recruitment agency fees". People research how to skip you, and that search is worth answering rather than ignoring.

What an owner should do with this

Four calls we would make, in this order.

  1. Split the two audiences at the top of the homepage, in words. Not two menu items. One sentence that says you place people for employers, and one route each. Five of ten sites we measured the same day did not do this, so the bar is low.
  2. Write the fee explainer, and lead it with who pays. All 21 suggestions in the fees seed want money answered, and one of them does not know the direction of payment. Include the MOM cap on the candidate side and your own fee model on the employer side.
  3. Hold the category phrase, and stop expecting the problem phrase to carry you. "Recruitment agency" plus your sector and your area is where the phrasings have accumulated. "Hiring staff" has six.
  4. Decide, deliberately, whether you serve the jobseeker side at all. Twenty-six of 45 identifiable searches are candidates, many of them overseas. If you do not place them, say so plainly and send them somewhere useful. If you do, give them their own page rather than half of your sales page.

One aside on the overseas candidates. Our tool dropped "best recruitment agency for singapore in india" and "recruitment agency for singapore in philippines" as another market's searches. For most Singapore agencies that is correct. For a few they are the whole business, and this is the rare case where we would tell you to go and read the phrases we threw away.

What it costs

Splitting your audiences visibly will reduce the number of candidate CVs that arrive through your sales page, and some agencies run on candidate volume. Know which side funds you before you tidy the other one away.

Publishing a fee explainer gives a competitor your model to undercut and a prospect a number to argue with. It also removes your best reason to get on a call, which is the real objection behind most agencies' silence.

Holding the category phrase is slow and contested, because directories and listicles hold a large share of these slots and do not give ground quickly. For a faster read on whether the page is open to you at all, we published a 20-minute check.

And the limit of the whole exercise: suggestion counts show how a market phrases its question. They do not show how many people search, and they do not prove that answering a question pays.

Method and limits

  • Autocomplete, not volume. Four seeds through Google Autocomplete with Google Trends scaling, pulled through our keyword tool on the Singapore market on 14 October 2026. Google says autocomplete predictions reflect real searches but do not simply show the most common queries.
  • No volume numbers published. 13 of the 124 rows carried a monthly estimate derived from our clients' Search Console impressions. That is client data; we publish none of it. No trend direction was returned for these seeds, so we report none.
  • One grouping, made by hand. Each suggestion was placed in exactly one group — jobseeker, employer, or cannot tell — by us, reading the words only. Another reader would move several, particularly the sector-qualified ones such as "recruitment agency singapore for f&b", which we could not assign to a side.
  • Small bases. 124 suggestions in total, and one seed returned only 6. Nine of 124 is a direction, not a rate.
  • Two rows were off-target. "singapore food agency salary" refers to a government agency, not a recruiter, and "recruitment agency fees nz" survived the foreign-market filter. Both are counted in the 124 and neither is assigned a side.
  • One morning. Autocomplete changes. This is 14 October 2026.

Our method page sets out how we separate findings from assumptions.

Want this read for your own trade?

Send us your trade and the two or three phrases you think your buyers type. We will run the same grouping, tell you which side of your market the demand is actually coming from, and which of the gaps is worth a page. It starts as a free visibility check through our contact page.

If you want the writing and the measurement done for you, our SEO, AEO and GEO programme starts from S$500 a month, with a 3-month minimum. We will also tell you when your category has nine identifiable buyer searches and does not need a programme yet.

These findings describe Google Autocomplete suggestions collected on 14 October 2026 for the Singapore market. Suggestion counts are not search volumes.

FAQ

Who searches for recruitment agencies in Singapore, employers or jobseekers?

Both, and mostly indistinguishably. Of 124 Singapore suggestions we collected on 14 October 2026, 79 gave no clue which side was typing. Of the 45 that did, 26 came from jobseekers and 17 from employers, and 8 of those 17 employer searches were about hiring a domestic helper rather than staff.

Why does "hiring staff singapore" return so few suggestions?

Because the phrasings in this market have accumulated around the supplier's name rather than the employer's problem. That seed returned 6 Singapore suggestions against 49 for "recruitment agency singapore". It means Google has few distinct variants to suggest, not that few employers are hiring.

What do people want to know about recruitment agency fees?

Everything, starting with the direction of payment. All 21 suggestions from our fees seed asked about money, and one asked "who pays recruitment agencies fees". The rest asked for percentages, typical figures, how fees work, and whether agencies charge at all.

Is there a cap on what a recruitment agency can charge?

On the jobseeker side, yes. MOM's FAQ says the fee cap is calculated on the worker's total salary, including basic salary and all fixed allowances, and excluding bonuses and variable components such as overtime pay. What an agency charges an employer is a commercial matter between the two businesses.

Can I cite these figures?

Yes. Please cite "SingRank, Singapore recruitment search demand, 14 October 2026" with a link to this page. Quote each figure with its base, such as 79 of 124, and keep the note that these are autocomplete suggestion counts rather than search volumes. Challenges are welcome through our contact page.
