Before you sign an SEO contract in Singapore, check three things: how long you are tied in, what leaving early costs, and who keeps the content and Google accounts. On 13 October 2026 we read the public pages of 54 Singapore SEO providers. 13 of 54 said who owns the work or the accounts. 29 said something about the term. 23 said nothing about any of it.
So the answer you need is usually in the written agreement, not on the website. And the law's default does not lean your way.
If you are trying to leave an agency now, start with our guide to switching SEO agency without losing your domain and data. This is not legal advice. For a contract with real money in it, ask a lawyer to read it.
Key figures
- 13 of 54 providers' public pages said who owns the content, website, code or accounts. In 8 the client keeps them. In 5 the provider keeps some or all of the work.
- 29 of 54 stated a term. 11 gave a minimum or fixed term. 26 promised no lock-in, month-to-month or cancel any time.
- 8 of 54 said both: a minimum term and no lock-in on the same site.
- 14 of 54 stated an exit rule. 9 of those 14 asked for 30 days' notice.
- 9 of 54 covered term, exit and ownership together. 23 of 54 covered none of the three.
- Minimum terms we found ran from 3 to 12 months.
What did 54 Singapore SEO providers' public pages say?
Most said something about how long you stay. Few said how you leave or who keeps what. On 13 October 2026 our metasearch ran eight hiring searches, such as seo agency singapore, seo package singapore and seo contract singapore. We took every Singapore SEO seller it returned and read up to 14 pages each: landing page, home page, and pricing, package, FAQ and terms pages. Then we hand-checked every line that looked like a term, an exit rule or an ownership statement.
| What the public pages said | Providers (of 54) |
|---|---|
| Any term (minimum, fixed, or no lock-in) | 29 |
| A minimum or fixed term for SEO | 11 |
| No lock-in, month-to-month or cancel any time | 26 |
| Both a minimum term and no lock-in | 8 |
| An exit rule (notice, cancellation process, early-exit terms) | 14 |
| Who owns the content, website, code or accounts | 13 |
| Term, exit rule and ownership, all three | 9 |
| None of the three | 23 |
Four more providers could not be read (connection errors, or no text without JavaScript). They are left out of the 54, not counted as saying nothing. We don't name any provider. A buyer reading websites will often find the term. They will rarely find the answer to one question: what do I keep when I leave?
Treat the public page as the sales version. The agreement is the version that binds you, so ask for it before you pay.
How long is the minimum term on an SEO contract?
The 11 providers that stated a minimum used 3, 6 or 12 months (see the study above). Where providers gave a reason, it was that results take several months to show. We give the same reason for our own 3-month minimum. A term is not a trap by itself.
The trouble is the wording around it. On 8 of 54 sites, a minimum term and a no-lock-in promise appeared side by side. On four of them, the pattern was a first period of three or six months, then month-to-month. Each site called this a no-lock-in deal in one place and a minimum commitment in another. Both can be true, and on some sites the two statements cover different plans or services. But a buyer who reads only the banner may think they can stop in month two.
So ask three plain questions, and get the answers in writing:
- How many months before I can give notice? Not how long they recommend, but how long you must pay.
- What happens after that? Month-to-month, or an automatic renewal for another full term?
- Does the minimum restart if I change package, add a service or take a promotion?
A recommended length is advice. A minimum is a promise to pay. Your agreement should say which one it is.
What does it cost to leave early?
The public pages rarely say. Only 14 of 54 providers described any exit rule at all, and the rules were not alike:
- 9 asked for 30 days' notice.
- 1 asked for 60 days' written notice for SEO.
- 1 said a cancellation can take up to 15 days and payments are non-refundable.
- 1 said the contract cannot be ended once work starts, unless the client's business closes.
- 2 described termination only for a breach, or cancellation rights with costs already incurred.
One more provider, with a 12-month standard term, said early exit is worked out case by case. That is not an exit rule: you learn the price of leaving only when you try to leave.
Current offer: Dominator (20 articles a month) is S$600/month until 31 December 2026, normally S$1,000. See all prices.
Which means: before you sign, write down the exact cost of leaving at month 2, month 4 and after the minimum. If the contract makes you pay the rest of the term, multiply it out. A S$1,000-a-month retainer with 12 months left is a S$12,000 decision, not a monthly one. Our guide to what SEO costs in Singapore shows how to read the total over a term, not just the monthly figure.
Who owns the content, the website and the Google accounts?
For content, the default is not in your favour unless your agreement says otherwise. IPOS, Singapore's intellectual property office, says the author of a work generally owns its copyright, and that this covers work the author was paid to make. The exception is a written agreement: the author and the person who commissioned the work can agree in writing that someone else will own it (IPOS, updated January 2026). Section 133 of the Copyright Act 2021 makes the maker of a work its default first owner.
So the articles, page copy and images an agency makes for your site may not belong to you just because you paid for them. The clause that changes this has to be in writing.
In our study above, 5 of the 13 providers who mentioned ownership said they keep some or all of what they create unless a transfer is agreed. That could be code, reports, strategy or even website content. This is not unusual. You just need to know it before you sign.
Accounts are different. They are not something the agency creates. They are logins on Google's systems, and Google's own help pages set who controls them:
| Account | What to put in the contract | Why (Google's help page) |
|---|---|---|
| Search Console | You are a verified owner; the agency is added as a user. | A property needs at least one verified owner, or nobody can use it. (Search Console Help) |
| Google Analytics 4 | You hold Administrator at account level. | Only an Administrator at account level can delete other users. (Analytics Help) |
| Google Tag Manager | The account sits with your company; the agency gets a user role. | Google advises that the account is managed by someone in your organisation, not by an external agency. (Tag Manager Help) |
| Google Ads | You hold Admin; the agency gets Standard or links through its manager account. | Only Admin access can give access, change access levels or cancel other users' invitations. (Google Ads Help) |
| Business Profile (Maps) | You are the primary owner. | A profile can have several owners but only one primary owner. (Business Profile Help) |
Google's guide on hiring an SEO adds an early step. If an SEO offers an audit, Google suggests giving read access to Search Console only, not write access, at that stage (Google Search Central). If you have lost a Business Profile to a former agency, our guide to getting Google Business Profile ownership back covers the recovery steps, and our switching guide explains how to take other accounts back.
Then there is the enquiry data. If the agency runs your forms, tracking or lead sheets, it may be handling your customers' personal data. The PDPA calls an organisation that processes personal data on behalf of another organisation a data intermediary. Under section 4(3), your company keeps the same obligations for personal data processed for it by a data intermediary as if it had processed the data itself (PDPA 2012).
So the duty stays with you, even when the agency holds the spreadsheet. Your agreement should say where that data sits and who can see it. It should also say the data comes back to you, or is deleted, when the work ends.
Some owners find this out too late. One owner on a local-search forum asked who owns a site's analytics data, and whether an agency may lawfully keep it from the client. Answer that question before you sign, not after.
Does consumer protection law cover your SEO contract?
Not the consumer protection law. It is built for consumers, not for businesses buying services. The Competition and Consumer Commission of Singapore says: "The CPFTA does not extend to business-to-business transactions." It suggests seeking your own legal advice or going to the Small Claims Tribunal instead (CCS FAQ). Its list of things the CPFTA does not cover includes business-to-business dealings.
The Small Claims Tribunals take claims about a contract for the provision of services, worth up to $20,000 (or $30,000 if both sides sign a Memorandum of Consent), filed within two years (Singapore Courts). Check with the Tribunals or a lawyer whether your company can file and whether your claim fits.
So the contract is most of your protection. Whatever it leaves out, you will have to argue about later.
What should a ranking guarantee clause make you ask?
Ask who chooses the keywords, what counts as a miss, and what you get if it is missed. Is it money back, or more months of the same work? More months means more time tied in, not a refund.
Start from Google's own line: "No one can guarantee a #1 ranking on Google" (Google Search Central). Some contracts still carry a performance promise, such as a refund or free months if targets are missed. In our reading, at least two providers tied their guarantee to a minimum term, so read the guarantee and the term together.
Google also reminds owners that they are responsible for what the companies they hire do. A promise that pushes an agency to cut corners can leave you with the cleanup.
We don't offer ranking guarantees. Our pricing page says rankings, AI recommendations and sales cannot be guaranteed. When we tested our own logged changes, 0 of 34 old enough to judge passed a significance test. That is why we would rather promise the work and the reporting than a position. For more on this, read can an SEO agency guarantee page 1 or leads.
SEO contract Singapore checklist: 12 lines to find before you sign
These are the SEO agency contract terms to look for. Take the agreement, not the brochure, and find each line. If one is missing, ask for it to be added in writing.
- Minimum term in months, and the date it starts.
- What happens after the minimum: month-to-month, or automatic renewal for a full term.
- Notice period to leave, and whether you can give it inside the minimum.
- Cost of leaving early: nothing, a fee, or the rest of the term.
- Refunds: what happens to fees paid for work not yet done.
- Copyright in content: articles, page copy and images transfer to your company, and when (on creation, or on full payment).
- Accounts in your name: Search Console, GA4, Tag Manager, Google Ads and Business Profile, with the agency as a user.
- Domain and hosting registered to your company, with the login held by you.
- Personal data: where enquiry and lead data are kept, who can see it, and that it returns to you or is deleted at the end.
- Handover: what you receive when you leave (files, reports, logins, list of changes) and within how many days.
- Change log: Google suggests asking an SEO whether they will share every change they make to your site, with the reasoning behind it. Make the answer a clause.
- Guarantees: if there is one, what triggers it, and whether it is a refund or more months.
For the reporting side, two guides help you decide what the monthly report must show: what an SEO audit should cover and how to prove SEO pays. If the agency also sells AI search work, our six checks before you hire an AI SEO agency apply as well.
What SingRank's own pages say, scored the same way
By our own test, our public pages score term yes, exit no and ownership no. We sell SEO retainers, so we scored ourselves the same way. We are not in the 54.
Our pricing page states a 3-month minimum for SEO and GEO and for social media management. For the rest, it says billing, cancellation after the minimum and handover are confirmed in the service agreement before work starts. Our terms of service say a paid engagement's scope, deliverables and commercial terms are agreed separately with you, in writing, before work begins.
That is the gap this article tells you to close, and it applies to us too. Ask us for the service agreement before you pay, and check it against the 12 lines above.
Want a second look before you sign?
Start with the free visibility check on our pricing page. Send us your website or Google Maps link. We will review your visibility and explain the priorities before you decide whether to hire us. If you only need advice, a one-hour consultation is S$150. Our SEO, AEO and GEO programme starts at S$500 a month with a 3-month minimum. For a legal reading of any contract, ours included, use a lawyer.
Already signed and want out?
Then the order in which you take things back matters more than this checklist. Our guide to switching SEO agency in Singapore covers verification tokens, domain transfer locks and what to do if an agency won't hand over access.
Method
Frame. On 13 October 2026 we ran eight searches through our own metasearch (language en-SG, top 30 each): seo agency singapore, seo services singapore, seo package singapore, seo company singapore, seo pricing singapore, seo contract singapore, seo consultant singapore and affordable seo singapore. That gave 134 hosts. We kept the 58 that sell SEO and show a Singapore signal. We excluded directories, social profiles, free blog hosts, foreign sellers with no Singapore signal, tools, non-SEO businesses and singrank.com. Four of the 58 could not be read, leaving 54.
Reading. For each provider we fetched the page the search returned, the home page and up to 12 linked pricing, package, plan, FAQ, terms or contract pages. We fetched them as a named crawler that respects robots.txt. A script flagged candidate lines. A person then read every flagged line in context. We kept a line only if it described that provider's own terms, not general advice or other agencies.
We re-read all 14 providers with no flagged lines and found no missed terms. A wider re-read of 29 providers scored as having no exit rule corrected one.
Rules. Before we fetched any page, we wrote down the measures, the headline and what we would publish if the result went against us. We logged one rule clarification, made before the final count, and that one correction. Our editorial policy explains how we run studies.
Limits
- Public pages are not contracts. A provider may give fair, clear terms in a written agreement it never publishes. We measured what a buyer can read before talking to anyone.
- Our metasearch is not Google. Several of its engines were failing that day. So the list is what it returned, not the top SEO agencies in Singapore.
- Up to 14 pages per provider. We would miss a clause in a PDF or on an unlinked page.
- Ownership was counted for any service. Some ownership statements came from web design, hosting or ads pages, not SEO pages. We counted them, because the buyer's question is what they keep, whatever the service.
- One company, two sites. Two hosts belong to the same business. As planned, we counted each host. Counting it once, the ownership figure becomes 12 of 53.
- One day, small numbers. 54 providers on 13 October 2026 is a snapshot, not the market.
FAQ
What is a normal minimum contract for SEO in Singapore?
3, 6 or 12 months. Among the 54 providers we read on 13 October 2026, those were the minimums used by the 11 that stated one. 26 advertised no lock-in or month-to-month, and 8 said both. Ask what you must pay for, not what is recommended, and get the number of months in writing.
Can I cancel an SEO contract early?
Only on the terms you signed. Consumer protection law (the CPFTA) does not cover business-to-business deals, according to CCS. Look for the notice period, whether notice can be given inside the minimum, and whether early exit costs a fee or the rest of the term. This is not legal advice; a lawyer can read your contract.
Who owns the SEO content an agency writes for my website?
By default, the author does, even for commissioned work, unless a written agreement says otherwise. That is Singapore's default rule, as IPOS explains it. So put a clause in the contract that transfers copyright in articles, page copy and images to your company. It should also say when: on creation or on full payment.
Should my agency own my Google Search Console or Analytics account?
No. Keep your company as the verified owner in Search Console, Administrator in GA4, Admin in Google Ads and primary owner of your Business Profile. Add the agency as a user. Google's Tag Manager help says to make sure the account is managed by someone in your organisation, not an external agency.
Is an SEO ranking guarantee worth having in the contract?
Only if you read it closely. Google says no one can guarantee a #1 ranking. If a contract has a guarantee, check who picks the keywords and what counts as a miss. Then check whether the remedy is a refund or just more months of work, which ties you in longer.
