In-House Marketer or SEO Agency? The Real Cost in Singapore

Contents13

In-house marketer or SEO agency? In Singapore, hire a marketer when you need daily hands across many channels, and buy an SEO agency plan when search is the gap. Cost differs sharply: at every one of six MOM 2025 wage points, a digital marketing hire costs the employer over S$50,000 a year. Twelve months of our plan cost S$9,000, at S$750 a month.

That figure adds employer CPF and the skills levy to the salary, before any bonus. The two options buy different work, so cost alone should not decide it.

Updated 21 October 2026. Written by Khuzayfah Redo, SEO and GEO specialist at SingRank. SingRank is an SEO agency, so we sell one of the two options compared here. This guide also says when hiring is the better buy. Nothing here is payroll, tax or legal advice.

You want more customers to find you on Google and in AI answers. Someone has to do the work: a marketer on the payroll, or an agency paid monthly. Google calls hiring for SEO "a big decision". The pages we found on this question were written by sellers of one side, and their salary figures rarely named a source.

So we built the cost line by line from primary sources. You can redo the sum with your own offer.

Key takeaways

  • All six MOM 2025 wage points for a digital marketing professional cost the employer more than S$50,000 a year (wages, employer CPF and Skills Development Levy, before bonus).
  • The range runs from S$58,602 (25th percentile wage) to S$109,001 (75th percentile wage), as worked in the cost table below. At the median wage, the yearly cost is S$79,082, or about S$6,590 a month.
  • Our SEO and GEO plan is S$750 a month: S$9,000 if you keep it for twelve months. The lowest wage point costs 6.5 times that.
  • MOM's tables have no general "marketing executive" row. The one title with those words is for food and beverage services, so any single "marketing executive salary" figure is a stand-in.

Should you hire an in-house marketer or an SEO agency?

Hire when you need marketing hands every day across many channels. Buy an SEO and GEO plan when the gap is search: being found on Google and named in AI answers. If you need both, one generalist on staff with the search work bought in is a sensible split.

The in-house marketing vs agency cost gap is wide, but it is not like for like, as the table shows.

Google adds a third option: "If you run a small local business, you can probably do much of the work yourself." If you have the time, start there and hire nobody yet.

In-house marketer SEO and GEO plan (SingRank)
Yearly cost S$58,602 to S$109,001 at MOM's 2025 wage points, before bonus and overheads S$9,000 for twelve months at S$750 a month
Commitment Employment contract, notice period, paid leave Three months minimum; after that it runs monthly, and you stop with 30 days' written notice
Covers Whatever you assign: social, events, sales support, email, ads, some SEO SEO, GEO and AEO only: articles, page updates, technical fixes up to 6 hours a month, reporting
Best when The work is daily and spans channels Search is the gap and nobody in-house has the skill
Risk One person; skills may not include SEO Scope is fixed; no one on site

What does a digital marketer earn in Singapore?

MOM publishes wages for common jobs in its Occupational Wages 2025 tables. The figures are gross monthly wages for June 2025: basic pay plus overtime, commissions, allowances and other regular cash. They exclude bonuses and the employer's CPF. They cover full-time resident employees in private firms with at least 25 staff.

There is no general "marketing executive" row. The nearest match for someone who runs a company's online marketing is "Digital marketing professional" (code 24314). Here is what it pays, next to the jobs owners often expect one marketer to cover:

Role in MOM's tables (June 2025) Median gross monthly wage
Digital marketing professional S$5,623 (25th percentile S$4,165; 75th percentile S$7,754)
Content writer S$6,669
Graphic designer S$4,225
Website administrator / webmaster S$3,169
Marketing manager S$10,069

Two cuts in MOM's tables matter for a small business. In firms of 25 to 199 employees, the digital marketing professional median is S$4,743. For staff aged 25 to 29 in those firms, it is S$4,488. MOM warns that these figures "can only serve as a guide for expected wages of individuals", because jobs differ in scope and people differ in skill.

Writing, design, the website and digital marketing are four separate jobs in MOM's own list. One hire can cover parts of all four, but expect them to be stronger in one.

What does a marketing hire really cost the employer?

For an employee aged 55 or below earning more than S$750 a month, the CPF Board sets the employer's share at 17% of wages from 1 January 2026, on top of the employee's own 20%. You also pay the Skills Development Levy: 0.25% of monthly wages, at least S$2, and at most S$11.25 for anyone earning more than S$4,500 a month.

So the yearly bill is twelve months of gross wages, plus 17% employer CPF, plus twelve months of levy:

MOM 2025 wage point (digital marketing professional) Gross per month Wages per year Employer CPF (17%) SDL per year Yearly cost Times S$9,000
25th percentile, all firms S$4,165 S$49,980 S$8,496.60 S$124.95 S$58,601.55 6.5
Median, age 25 to 29, firms of 25 to 199 staff S$4,488 S$53,856 S$9,155.52 S$134.64 S$63,146.16 7.0
Median, firms of 25 to 199 staff S$4,743 S$56,916 S$9,675.72 S$135.00 S$66,726.72 7.4
Median, age 25 to 29, all firms S$4,846 S$58,152 S$9,885.84 S$135.00 S$68,172.84 7.6
Median, all firms S$5,623 S$67,476 S$11,470.92 S$135.00 S$79,081.92 8.8
75th percentile, all firms S$7,754 S$93,048 S$15,818.16 S$135.00 S$109,001.16 12.1

Every row clears S$50,000, and even the lowest median costs seven times a year of our plan.

To price your own offer, take the monthly salary, multiply by 12, then by 1.17, and add up to S$135 for the levy. A S$4,000 offer comes to S$56,280 a year before any bonus. This shortcut fits offers within the wage range above; for a much higher salary, check the CPF Board's contribution rules first.

What does the number leave out?

The table is the floor. It leaves out four costs because we found no primary source with a fair figure for them:

  • Bonus and the 13th month. MOM's wages exclude bonuses. If you pay one, add it, plus 17% CPF on it.
  • Getting the person in. Job ads, recruiter fees if you use one, and the weeks before a new hire is productive.
  • Tools and a desk. A laptop, design and SEO software subscriptions, and office space.
  • Your time. Someone has to brief, check and manage the work. For a small firm, that is usually the owner.

Two more points on the table itself. MOM's survey covers private firms with at least 25 staff, so smaller firms may pay differently. And the 17% employer CPF rate is for employees aged 55 and below.

Under the Employment Act, an employee with at least three months' service gets 7 days of paid annual leave in the first year, rising to 14 from the eighth year. You pay for those days, and no marketing gets done unless someone covers.

They buy different work

A marketing employee is a person you can point at any task. On Monday they post to Instagram, on Tuesday they set up a trade fair booth, on Wednesday they help sales write a proposal. If your marketing is mostly that kind of daily, varied, on-the-spot work, no agency plan replaces it.

Our plan is narrower. For S$750 a month, the pricing page lists what is included: researched articles written and published on your site, updates to existing pages, technical SEO up to 6 hours a month, Google Business Profile updates if you have one, a live dashboard and a monthly report. It is built for Google and for AI answers (SEO, GEO and AEO). It does not include ad spend, a website rebuild, photography or filming.

So the real question is not S$79,082 against S$9,000 for twelve months of the plan. It is how much of your marketer's week would go on search. If the answer is one day, you pay a full salary for a day's work in the skill they may be weakest at.

When is hiring in-house the better choice?

Hire someone when:

  • The work is daily and spans channels. Social posts, customer messages, events, newsletters and sales support.
  • Someone must be on site. Photos of new stock, a shop window, a booth, a product launch.
  • You want the skill inside the company. A person you train keeps learning your customers. An agency's knowledge leaves when the contract ends, though the published work stays with you.
  • You already have a search specialist's workload. A large site that needs full-time SEO work can justify a dedicated hire.

When does an SEO and GEO plan fit?

Buy the plan when search is the gap: customers search for what you sell, and nobody on your team knows how to get you found there or in AI answers. A generalist can learn SEO on the job, but you pay a full salary while they learn.

It also fits when you cannot yet justify a salary. At S$750 a month, the 3-month minimum is S$2,250; after that it runs month to month. If you are unsure search is the right spend, read when SEO is the wrong spend first.

If you need one skill, such as articles or a one-off technical fix, a contractor may suit you better. We compared that in freelancer, agency or overseas team.

Can you do both? One hire, search bought in

You do not have to pick one. A split that works: a generalist on staff for the daily, on-site and social work, with the search work bought in. The employee feeds in what only an insider knows, such as new products and customer questions.

Whatever the split, keep every account in your company's name: Google Search Console, Analytics, Business Profile and the website. Our pricing page says the same of our own work: "Your accounts stay in your name, and you can remove our access at any time."

Does an in-house marketer cover AI answers too?

Search work has two targets: Google's results and AI answers. Our plan covers both: SEO for Google, and GEO and AEO for AI answers. A generalist hire may know social media well and AI search not at all. If you hire, ask in the interview how they would get the business named in an AI answer, and how they would check it. Our guides on AI SEO in Singapore, generative engine optimisation and answer engine optimisation explain what that work involves.

Decide this week: four steps

  1. List the next three months of marketing work. Put each task in one of two columns: search work (articles, page fixes, Google and AI visibility) and everything else.
  2. Price the hire properly. Use the formula above, then add any bonus, tools and recruitment you expect.
  3. Look at the split. If the "everything else" column is longer, hire, and consider buying the search work on top. If the search column is longer and nobody has the skill, the plan is the cheaper way to cover it.
  4. Get the scope in writing. Whether you hire or buy, write down what will be done each month. Our guides on what an SEO contract should say and what a monthly SEO report should show list the checks.

FAQ

Should I hire an SEO specialist or use an agency?

Hire a full-time SEO specialist only for a full-time SEO workload, such as a large site with many pages to fix and write every week. If search fills only part of the week, buy that part instead: twelve months of our plan is S$9,000, against S$58,602 to S$109,001 a year for the digital marketing hire in the table above. If you hire, check they can show past work in Search Console data, not just rankings.

What is a marketing executive's salary in Singapore?

MOM's 2025 tables have no general "marketing executive" row. The nearest match, digital marketing professional, had a median gross wage of S$5,623 a month in June 2025, with a 25th percentile of S$4,165 and a 75th percentile of S$7,754. In firms with 25 to 199 staff, the median was S$4,743. Add 17% employer CPF on top.

Can one marketing executive handle SEO as well as everything else?

They can handle some of it, especially if they write well. But SEO needs writing, technical fixes and tracking. If search is a priority, give it a named owner and a written monthly scope, whether staff or an outside team.
