# DEVIATIONS — psg-directory-census-2026 (rewritten 2026-09-30 after the editor-in-chief review)

## Order of events, stated plainly
1. Before any rule was written, while testing the directory page, the site's own search box for "SEO" was seen to show **36 results**. This was seen BEFORE the SEO and paid-search rules were written. The rules were not fitted to it, but the reader should know it happened.
2. Then 01b-signature.md was written. **Pre-registered:** the question ("how many of the solutions are digital-marketing or SEO packages, and how many mention paid search"), the sample frame (every entry, empty search), and three definitions: `seo`, `sem_paid`, `dm_package`.
3. The count was made. **Definitions added AFTER counting and NOT pre-registered:** `ad_spend`, `gbp_local`, `reporting`, `social`, `content`, `website`, `ai_search`. They are defined in classify.py and are in the public CSV so anyone can re-run them.
4. The published claim is the counted result, not the pre-registered wording: "32 of 57 pre-approved PSG digital-marketing packages mention SEO". An earlier resolved claim also carried "none of the 571 entries mentions ad spend"; that half was removed from the claim (see 6).

## Changes made after counting
5. `ai_search` matched "geo" inside unrelated fleet-tracking products. GEO and AEO are now case-sensitive. This changes no figure published in the article (the article no longer reports ai_search).
6. Review finding, accepted: the directory blurbs are short marketing copy (median 59 words for the 57 packages, maximum 76) and rarely state exclusions, so "0 of 571 entries mention ad spend" is not evidence that ad spend is or is not covered. The article no longer presents it as a finding about ad spend. The fact is kept only as a description of the blurbs, and the ad-spend bar was removed from the chart. The CLAIM in 01b was amended accordingly.
7. Wording in the article corrected from "Cover" to "Mention" (mentions are not coverage).

## Hand checks (what was and was not checked)
- CHECKED by hand: the `seo` flag only. 30 flagged entries: all 30 contained a genuine SEO mention (one was social-platform SEO, not Google SEO). 30 unflagged entries (random, seed 20260930): no missed SEO mention.
- NOT hand-checked: `sem_paid`, `ad_spend`, `gbp_local`, `reporting`, `social`, `content`, `website`, `dm_package` (a category read directly from the page, not a text rule).

## Scope notes
- All 57 packages in the category are typed "IT Solution" and sector "Generic (non-sector specific)" in the directory (reproduce_from_csv.py). Zero entries are typed as consultancy.
- Every figure in the article reproduces from the public CSV alone: run reproduce_from_csv.py.

## Correction, 2026-09-30 (same day): B was published describing PSG as current
8. Article B (psg-grant-seo-google-ads-singapore-2026) went live on 30 September 2026 written as if the Productivity Solutions Grant were still open. EnterpriseSG's own PSG page says "EDG, MRA and PSG ceased on 29 September 2026", and GoBusiness says none of the three takes new applications after 30 September. The page was set back to draft the same day and rewritten around the change. Our earlier check missed it because the GoBusiness PSG page fetched at about 08:50 SGT did not yet carry the notice, and we read the EnterpriseSG pages only for support levels, never for status.
9. The census itself is unchanged: same snapshot (30 Sep 2026, 00:58 UTC), same CSV, same figures. What changed is the framing: the article now presents it as a record of the last EnterpriseSG PSG directory, in the past tense.
10. Scope, added after the editor-in-chief review: only EnterpriseSG's PSG ended. PSG run by other agencies continues while it moves to EDGE in phases from November 2026 (GoBusiness FAQ). In the directory cards we scraped, all 57 digital marketing packages listed Enterprise Singapore as supporting agency; the public CSV has no agency column.
11. The '36 results' for the directory's own search for SEO was observed live on 30 Sep 2026, by the operator session, before the SEO and paid-search definitions were written (entry 1 above).
